Donald L. Schmidt

Donald L. Schmidt is the CEO of Preparedness, LLC and has more than 35 years of experience as a consultant to many corporations, government entities, colleges, universities, public and private schools, and nonprofits. He has done extensive work in risk assessment, loss prevention, hazard mitigation, emergency planning, business continuity/continuity of operations planning, crisis management, and program evaluation. He is an experienced auditor specializing in the evaluation of emergency management and business continuity programs in the private and public sectors. He has conducted dozens of audits for diversified manufacturers, oil and gas, pharmaceutical, wholesale and retail distribution, higher education, elementary and secondary education, local and county government, and other industries. He has published and uses audit criteria following national and international standards including NFPA 1600.

He is past chair of the technical committee that writes the USA’s National Preparedness Standard—NFPA 1600 “Standard on Disaster/Emergency Management and Business Continuity Programs.” He is a member of the USA’s Technical Advisory Group to the International Standards Organization’s (ISO) 292 Security & Resilience committee, which is responsible for ISO 22301 and related standards. He is a principal member of NFPA’s Technical Committee on Pre-Incident Planning and ASTM’s Homeland Security Standards Panel. He was also a member of the committee that wrote the 2012 edition of DRI International’s “10 Professional Practices for Business Continuity Practitioners” and a reviewer of the 2017 edition.

He was a member of the “interdisciplinary” group that wrote the “Framework for Voluntary Preparedness” in response to Title IX of Public Law 110-53 (2007). He is also a member of the ANAB-ASQ National Accreditation Board’s Committee of Experts advising ANAB on the requirements for auditors of the certification bodies that accredit private sector preparedness programs in accordance with the PS-Prep.

He is the co-developer and instructor of the DRI International four-day professional development course on auditing an emergency management and business continuity program. He is a Visiting Full Professor, Massachusetts Maritime Academy, teaching a graduate course on business continuity and disaster recovery. He is also an instructor for Massachusetts Emergency Management Agency. He is a former member of the National Fire Protection Association’s professional development faculty for whom he developed and instructed a two-day program on developing an emergency management and business continuity program using NFPA 1600.

He is the editor, coauthor, or contributing author of six books including Implementing NFPA 1600 National Preparedness Standard, Business at Risk: How to Assess, Mitigate, and Respond to Terrorist Threats, Tools & Techniques of Risk Management and Insurance, McGraw Hill Homeland Security Handbook, and the Fire Protection Handbook, 20th Edition. He is the published author of numerous articles on emergency management and business continuity t.

Prior to establishing Preparedness, LLC, Schmidt held positions in local and federal government, a highly protected risk insurance underwriter, and with a multinational manufacturer. For nearly 20 years, he was employed by Marsh USA beginning with M&M Protection Consultants in Boston and then progressing from local and regional management positions to the role as National Practice Leader for Emergency Management.
